For years, Ukraine has been suffering from the ongoing Russian military aggression. Using its proxies at so-called DPR and LPR, Russia has been exercising effective control over the part of the Donetsk and Luhansk regions of Ukraine.
On February 24, 2022, Russian Federation in violation of international laws has openly invaded Ukraine. According to Article 2(4) of the United Nations Charter, “[a]ll Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.”
By invading Ukraine, the Russian Federation neglected international law and openly attacked all attempts to maintain international peace and security. In his speech to the people of the Russian Federation, its president, Vladimir Putin denied Ukraine’s right to its dignity and independence. There is no doubt that the Russian Federation will not limit its aggression by the invasion of Ukraine. Putin denies rights to freedom to all post-Soviet countries, including NATO members: Estonia, Lithuania, and Latvia. Putin will not stop and try to restore its influence over EU members Poland, the Czech Republic, Slovakia, and others.
The US Government has already announced additional sanctions on the Russian Federation to stop Russian aggression. However, we believe that there will be no impact and deterrence to the Russian regime until the Russian population feels the sanctions. We believe that Russian citizens cannot benefit from the opportunities presented by the United States when their government is bombing Ukrainian cities, and their fellow Russian citizens are invading neighboring countries.
Therefore, we request you to initiate discussions at the highest level of the United States Government to (1) stop issuing visas to the Russian Federation citizens and (2) start revoking visas to Russian citizens.
While Ukrainian cities are under attack, Russian Citizens should not be welcome to the United States.
